Fourteen percent of world’s population is facing the extreme poverty with income less than $ 1.25 par day. The greater limitations on job opportunities and economic activities have made the people obliged to live the life which strongly relies on natural resources through agriculture, forestry and fisheries industries. At this time, living necessity exerts the significant pressure on natural resources. Furthermore, the basic services such as health care and primary education often could not be reached, and problems related to fundamental human rights such as the decline in enrollment rate and increase in infant motility rate has occurred. In this research, that state is called the socially vulnerable and the people living in poverty.
